1. Introduction

As part of the Union Customs Code (UCC) Work Programme, Revenue, working collaboratively with traders and software companies, plan to deploy NCTS-P5 on 26 February 2024 at 10.00 am.

2. NCTS-P5 Update

NCTS-P5 will replace NCTS-P4 for the electronic processing of transit declarations where Ireland is acting as the country of departure, destination or transit. There is a three-month migration window to facilitate trade in the move from NCTS-P4 to NCTS-P5.

Key dates are:

  • NCTS-P5 go-live and start of Trader Migration Period – 26 February 2024
  • End of Trader Migration Period – 26 May 2024

Revenue will continue its engagement with traders to facilitate and support them to ensure they will be fully operational in NCTS Phase 5 by the end of the migration window of 26 May 2024. We encourage trade to migrate to NCTS P5 well in advance of this end date. Trader testing of NCTS-P5 functionality is available in our test environment (PIT).

3. Further NCTS- P5 Functionality

We will be deploying the ‘export followed by transit’ functionality later this year. Therefore, traders moving goods under the ‘export followed by transit’ procedure must continue to submit the required IE507 and IE590 messages in AES until further notice. For RoRo movements the transit MRN and all associated export MRNs should continue to be included in the Pre-Boarding Notification (PBN).
