Introduction 
Ukraine has completed the procedure to become a Contracting Party to the Convention on Common Transit Procedure and SAD Convention. With effect from 1st October 2022, Ukraine will be using the electronic transit system – NCTS-P4 for transit operations. 

All traders who wish to include Ukraine as an office of transit /destination in a transit movement, must amend their comprehensive guarantee to do so.  Non-AEO traders must also amend their guarantor’s undertaking to include Ukraine and provide an address for service in Ukraine.

The Customs Office list for Ukraine can be viewed on the europa.eu website.

In addition, the Customs offices of HU, PL, RO, SK located at the border with Ukraine will be modified to get the role ‘Office of Transit’ with validity date 01st October.
